What is the Rhode Island Health Insurance Mandate?

Rhode Island (RI) residents are required to have qualifying health coverage. This coverage can be through an employer, purchased directly through a health insurance carrier, Medicare, Medicaid, or a plan purchased through the state's health exchange.

The state implemented an Individual Health Mandate to ensure that residents have access to affordable health care and that they remain covered.

What forms must be filed with Rhode Island?

The RI Division of Taxation accepts 1095-B and 1095-C forms that meet all data requirements. This includes the following information:

  • Name, address and TIN of each primary insured individual
  • Name and TIN of each other covered individual
  • Dates of coverage
  • Other applicable information

Who must submit ACA data to the state of RI?

Employers and other sponsors of employment-based minimum essential coverage (MEC) health plans to RI residents must submit ACA data to the state.

This filing requirement applies to both in-state and out-of-state employers.

How can employers file with Rhode Island?

Employers and coverage providers can send their ACA data in the IRS XML format, as long as the files are the fully completed Forms 1095-B or 1095-C. There is also a CSV format that can also be used.

There is no paper filing option available.

What are the ACA deadlines for NJ?

Traditionally, the deadlines for Rhode Island ACA filings are as follows:

  • The deadline to furnish forms to recipients is March 2nd
  • The deadline to file your Rhode Island ACA forms is March 31st
